Proposed Cully Tax Increment Financing (TIF) District

Prosper Portland and the Portland Housing District have issued a public notice of a public hearing on the adoption of a proposed new Cully Tax Increment Financing (TIF) district. The hearing will be held on November 9 at 2 pm before the Portland City Council.


The purpose and long-term vision of the proposed TIF district is to transform Cully into a place that provides a sense of belonging for its residents, particularly for Priority Communities. This means Cully will have plentiful safe, affordable housing; thriving Black-, Indigenous-, and People of Color (BIPOC)-owned businesses; rewarding employment opportunities; safe and accessible transportation options; parks and open spaces; and a clean and healthy environment and climate resiliency with places and programs that reflect the cultural diversity of BIPOC individuals.
